Beverly man charged with sexual assault

ELKINS — A Beverly man is facing a felony charge after an alleged sexual assault.

Mohamed Loutfi, 43, is charged with sexual assault in the first degree.

According to the criminal complaint filed by Cpl. C.S. Miller of the West Virginia State Police, on Nov. 21, 2018, an alleged victim reported that Loutfi had “forced himself on her” while she was at her father’s residence.

The complaint states that the alleged victim advised officers that Loutfi “grabbed her face and kissed her,” then “(grabbing) her tighter” as she attempted to pull away.

Loutfi then allegedly forced himself upon the alleged victim orally, at which time the alleged victim begged him to stop, which he did not, the complaint states, adding that the alleged victim was then able to escape.

The complaint states that the alleged victim then reported the incident to Miller and was referred to United Hospital Center for a rape kit.

According to the complaint, law enforcement interviewed Loutfi, who denied any kind of sexual contact with the alleged victim, at which time he provided two mouth swabs for DNA comparison with the alleged victim’s rape kit. On Sept. 16, 2019, Miller received confirmation from the WVSP Crime Lab that Loutfi’s DNA matched DNA found in swabs from the rape kit.
