Barbour man accused of felony abuse

PHILIPPI — A Barbour County man is facing a felony abuse charge after allegedly striking a wheelchair-bound person in his care.
Jesse Ray Satterfield, 40, is charged with one count of intentional abuse or neglect of an incapacitated adult resulting in bodily injury, a felony. Satterfield is currently being held at the Tygart Valley Regional Jail on a $40,000 surety/cash bond.
According to the criminal complaint, filed by Deputy Alexander D. Williams with the Barbour County Sheriff’s Office, on Oct. 30, Williams responded to Baughman Towers in Philippi in reference to a follow-up regarding a “possible verbal domestic incident.”
Upon arrival, Williams made contact with the alleged victim, who stated that Satterfield had assaulted her on Oct. 29, the complaint states. Satterfield served as the alleged victim’s caregiver, as the alleged victim is wheelchair-bound and “requires assistance with basic day-to-day tasks.”
The alleged victim told Williams that she and Satterfield engaged in a verbal altercation at the Sheetz convenience store in Philippi, which allegedly escalated into a “physical domestic incident,” the complaint states. Satterfield reportedly struck the alleged victim on the back with a water bottle and then struck her again on the top of her head with a closed fist.
According to the complaint, when the alleged victim told Satterfield that the strikes hurt, Satterfield responded, “Good.”
Williams’ writes that, when questioned about the incident, Satterfield allegedly confirmed what the alleged victim said and admitted he had become physical with her. Satterfield allegedly told Williams that he “becomes angry and doesn’t know what else to do.”
A preliminary hearing for Satterfield has been scheduled for Nov. 13 at Barbour County Magistrate Court.
