Elkins will not fund EMS or airport authority

ELKINS — The Elkins-Randolph County Regional Airport Authority and the Randolph County Emergency Medical Squad will not receive funding from the City of Elkins in the coming year, according to the approved Fiscal Year 2027 General Fund Budget.

During Elkins City Council’s March 19 meeting, the new budget, which includes proposed funding for partner and community organizations, was approved by the eight present council members. First Ward representative Cody Kerns and Second Ward representative Michael Hinchman were not at the meeting.

Of the 15 organizations who requested funding, seven requested increases over what they received in FY 2026. Only two, however, were recommended by the city’s Finance Committee to receive their requested increases.

The Elkins-Randolph County Regional Airport Authority requested $30,000 in funding from the City, a $15,000 increase from the amount it received for FY 2026. The Finance Committee, however, recommended that no funding be given to the organization.

In a release, the City of Elkins stated that, while the approved budget does not include a “discretionary contribution previously provided” to the Airport Authority, the City will continue to fund its required share of the airport’s insurance premium. The premium, the City states, is an annual cost of approximately $20,000.

For FY 2027, Randolph County Emergency Medical Services requested $50,000 in funding from the City, which is the same amount the organization requested and received in FY 2026. The Finance Committee recommended that no funding be provided to this group, however.

The City acknowledged this in its release, stating that the City Council is “prioritizing available resources for the city’s own increasingly expensive public safety services.”

Country Roads Transit requested and will receive $20,000 in funding from the City of Elkins, a $5,000 increase from what it received for FY 2026. Meanwhile, Our Town (for its July 4th fireworks display), requested and will receive $3,000 in funding, a $500 increase from the amount the group received for FY 2026.

Two organizations were allocated less than their original request for FY 2027. The Randolph County Development Authority requested $13,500 in funding, which is the same amount it received in FY 2026. The Finance Committee, however, recommended the organization only receive $8,500 in funding, a $5,000 difference from the requested amount.

The Tree Board requested $3,700 in funding, also the same amount it received for FY 2026; however, the Finance Committee recommended an amount of $3,200, a $500 decrease from the request.

Though Citizens Promoting Community requested $2,500 in FY 2026, the group did not make a funding request for FY 2027 and will not receive any funding.

The “warming station,” which was a new addition to the allocation list last year that received its requested $1,000, did not make a funding request this year and will not receive any funding for FY 2027.

The other partner and community organizations who will receive funding for FY 2027 include:

Appalachian Forest Heritage, which requested $6,500 for FY 2027, will be allocated $2,000, as it was in FY 2026.

The Arts Center, which requested $10,000 for FY 2027, will be allocated $5,000, as it was in FY 2026.

The Elkins-Randolph Chamber of Commerce, which requested $3,500 for FY 2027, will be allocated $2,500, as it was in FY 2026.

The Child Advocacy Center, which did not ask for a funding increase for FY 2027, will be allocated its requested $10,000.

The Health Department, which did not ask for a funding increase for FY 2027, will be allocated its requested $5,500.

The Elkins Historic Landmark Commission, which requested $7,000 for FY 2027, will be allocated $4,000 as it was in FY 2026.

The Randolph County Humane Officer, which did not ask for a funding increase for FY 2027, will be allocated its requested $10,000.

The Randolph County Humane Society, which did not ask for a funding increase for FY 2027, will be allocated its requested $12,000.

The Elkins-Randolph County Public Library, which did not ask for a funding increase for FY 2027, will be allocated its requested $22,500.
