Born on May 24, 1932, in Davis, he was the son of the late Orie Carter and Marjorie (Good) McDowell. Richard was a graduate of Davis High School, class of 1950. Evelyn Irene Arbogast, 85, of Parkersburg passed away Nov. 10, 2024, the Parkersburg Care Center following a brief illness. She was born on Nov. 19, 1938, in Valley Head, West Virginia, a daughter of the late Raymond Wesley and Daisy Rosella Ware Arbogast.
