PHILIPPI — A Barbour County man is under arrest after allegedly kidnapping and torturing a woman,

Sammy Joe Martz, 47, has been charged with felony kidnapping, officials said. He is being held in Tygart Valley Regional Jail without bond. He is also facing a felony charge from Marion County.

On Tuesday, members of the Philippi Police Department, the Barbour County Sheriff’s Department and the West Virginia State Police investigated a 911 call in the area of the Anglin Run Subdivision in Philippi, according to a Philippi Police Department press release.

The alleged victim told police Martz held her against her will and tortured her for four to five hours, the release states.

Officers found a “substantial amount of methamphetamine” in the residence, according to the release. More charges are pending as the investigation continues.
