Philippi man sentenced to up to 25 years for sexual abuse

PHILIPPI — A Philippi man has been sentenced to up to 25 years in prison after previously entering a guilty plea to a sexual assault charge.
Randall Wayne Kisamore, II, 38, was sentenced by Judge Shawn D. Nines to no less than five or more than 25 years in the West Virginia Penitentiary for the offense of sexual abuse in the first degree.
The sentencing took place June 4 in Barbour County Circuit Court.
Barbour County Prosecuting Attorney Andrew Lynn Phillips appeared on behalf of the state. Kisamore appeared in person with his counsel, Gregory Michael.
Kisamore had been indicted in February 2023 by a Barbour County Grand Jury on one count of sexual abuse in the first degree and one count of sexual abuse by a parent, guardian or custodian.
In February 2024, Kisamore entered a guilty plea to one count of sexual abuse in the first degree. The remaining count was dismissed.
Since then, the court had ordered mental evaluations of Kisamore.
On June 4, the court reviewed the presentence report, a sexual offender risk assessment, heard from witnesses, and heard arguments from the defense and from the state.
Kisamore will be required to register as a sexual offender for the remainder of his life, and was placed on 50 years of Sexual Offender Extended Supervision after the completion of his sentence.
