Upshur woman accused of felony

BUCKHANNON – An Upshur County woman faces a felony charge after allegedly transferring nearly $10,000 to herself from her grandfather’s bank account without his consent.

Cassandra Rowan-Heflin is charged with fraudulent use of an access device, a felony. She was being held on a $10,000 property/surety bond that has since been posted.

According to the criminal complaint, filed by Sgt. Theron Caynor with the Upshur County Sheriff’s Office, on Feb. 10, Heflin allegedly had access to her grandfather’s bank card without the permission of her grandfather’s power of attorney. At the time, Heflin was taking care of her grandfather, paying his bills and buying his groceries.

While having access to the card, Heflin allegedly made “several cash app payments to herself,” the complaint states. Beginning on Feb. 10 and continuing until Feb. 26, Heflin allegedly transferred money to herself approximately 22 times, totaling $9,690.

Caynor writes that, when interviewed, Heflin stated that she was paying her grandfather’s bills, but a family member provided statements saying that wasn’t the case. The family member said bills were not being paid and “some utilities were close to being shut off and had to be paid by other family members.”

A preliminary hearing was scheduled for Heflin yesterday at Upshur County Magistrate Court.
