Woman sentenced to a year in jail

ELKINS — A Randolph County woman will serve a sentence of one year in jail for petit larceny after her felony charge was lowered to a misdemeanor through a plea agreement in Randolph County Magistrate Court.

Sandra Kay Youtzy, 58, entered into a plea agreement that lowered her initial charge of one count of grand larceny, a felony, to one count of petit larceny, a misdemeanor. Youtzy was sentenced by Magistrate Michael Dyer to one year in jail, as well as restitution.

According to the criminal complaint, filed by Sgt. Daniel Burge with the West Virginia State Police Elkins Detachment, on Feb. 2 at approximately 6 p.m., Youtzy entered the Frontier Communications building in Elkins alongside one of the business’ cleaning workers.

While at the facility, Youtzy placed Frontier-owned cellphones, a battery jumpbox and “numerous other items” into bags she brought in with her, the complaint states. The items’ total value was approximately $1,145. Youtzy placed the bags with the items outside the entrance of the facility. The cleaning worker did not help Youtzy with this.

Youtzy then left the facility alongside the cleaning worker and took bags with the items in them “with the intent to permanently deprive Frontier Communications of said property,” the complaint states.

On Feb. 6, the cleaning worker was confronted about the missing property by Frontier Communications, the complaint states. The cleaning worker located Youtzy and was able to recover $285 worth of the property stolen. The items found were returned to Frontier Communications, but the cleaning worker was unable to locate the rest of the stolen items.

On the same date, Burge was informed of the crime and traveled to the last known location of Youtzy in an attempt to find her or the stolen property, the complaint states. At the time, Burge was unable to find Youtzy and was informed that Youtzy had “no permanent address.”
